The incumbent utilities are operating rationally. They have legacy infrastructure which is relatively inexpensive to deploy and sell. The stock market is not likely to reward thinking "long term" in terms of fiber deployment when quarterly earnings are the driving force in stock pricing. It seems clear that there is a misalignment of interests at present with the short term earning orientations of the telecom companies and the longer term economic development and quality of life needs/interests of the parts of the local community.
